I am directed by Mr. Secretary Shortt to refer
to yourletter of the 23rd ultimo with which was enclosed
a copy of correspondence with Messrs. Freshfields and
Leese regarding the desire of г. C. W. Falk to obtain
the grant of a certificate of naturalization, and to
transmit to you to be laid before Secretary Viscount
Kilner a copy of a letter addressed from this Department
to Mr. Falk.
Mr. Shortt would be glad to learn if enquiry has
been made in Hong Kong regarding this man and his referees
on the occasion of his application in 1917, and if not,
would suggest for the consideration of Viscount Milner
that enquiry might now be made in order to avoid delay
when Mr. Falk is eligible to apply in this country.
